The Japanese Club at The University of Chicago Constitution
Article I: Name
The name of this organization shall be "The Japanese Club." From this point on, "The Japanese Club" shall also be known as J-Club.
Article II: Purpose
J-Club is an organization that focuses on all aspects of the Japanese culture. This may include but not bounded by pop culture, music, films, anime, politics, economics, and history. Members will thus be able to fulfill their curiosities in Japanese culture through their participation in J-Club.
Article III: Officers
Section I: The Parliamentarian
The Parliamentarian of J-Club shall be known as "J-Board" from this point on and will be composed of at least a President, Vice President, Treasurer, Secretary, and Social Chair. In the event of the need of a larger board, parliamentarian positions may be created by the President of J-Club along with the consent of more than half of the current board including that of the President and does not consist of the new parliamentarian position in question. Only the President of J-Club can bring to light the need of an extra parliamentarian position.
Section II: Chain of Command
In the event that certain parliamentarians are unable to physically fulfill their duties, the next parliamentarian in the following order shall assume their position: President, Vice President, Treasurer, Secretary, Social Chair. Note that these are the only positions in the chain of command and thus the extra parliamentarians as noted in sentences two and onwards in Section I are not included in the Chain of Command.
In the case of a temporary loss of a parliamentarian, the current President shall have full power in choosing a replacement for that position without the consent of the current board. If more than half the board, not including the replacement, feels that the replacement is unable to fulfill his or her duties, the current President shall have one week to find another replacement, unless he or she gives up this power, and again will not require the consent of the board. During this one week, the replacement shall still assume his or her duties as a parliamentarian. In the event that the current President is unable to find a replacement or gives up his or her power to find a replacement within one week of the time of the opposition, the next in command as listed above in the first paragraph of Section II shall be given the duty to find a replacement without the consent of the board. The procedure for the termination of the replacement is the same as stated in this paragraph. If a replacement cannot be found after the last parliamentarian in the chain of command chooses within the time of the temporary loss of a parliamentarian, the current President shall have power to choose a permanent replacement until the parliamentarian in that position returns.
In the case of a permanent loss of a parliamentarian, a new parliamentarian will be found to fill the open position with the consent of more than half of the J-Board. If this position is not filled within 2 days, the current President shall have full power to find a replacement. If the President is unable to find a replacement within 24 hours after those two days, the next in command as listed in the first paragraph of Section II will be given 24 hours to find a replacement and so on and so forth. In the case that the position cannot be filled, the previous board will be notified by the current President of J-Club of the situation. The highest available ex-parliamentarian in the chain of command of the old board shall be given full power to deal with this issue.
Section III: Parliamentarian Duties
President:
He or she shall oversee all events that J-Club is involved in. He or she shall keep track of the parliamentarians on J-Board and their involvement with J-Club. He or she shall mediate the meetings and prepares agendas for J-Board and J-Club General meetings. He or she shall be the official representative of J-Club.
Vice President:
He or she shall help fulfill Presidential duties that the President asks of him or her.
Treasurer:
He or she shall manage all financial accounts of J-Club. He or she will be responsible for the recordings of budget made during the year and report quarterly and yearly allocations. In the need of money, the treasurer shall take it upon him or herself to get the money that J-Club requires. The treasurer shall understand that all financial matters of the club are to be kept in strict confidentiality.
Secretary:
He or she will be responsible for recording minutes during J-Board meetings and distribute them to the appropriate people. The term "appropriate" shall be determined by the President and the Secretary of J-Club.
Social Chair:
He or she shall be the official liaison between other organizations and J-Club.
Other Parliamentarian Positions:
His or her duties shall be determined by the current J-Board and will be expected to carry out these duties for the life of their position.
Section III: Parliamentarian Expectations
All parliamentarians are expected to attend all board and non-board meetings and events. In the event that one is unable to make it, he or she will be expected to inform the President or their reason(s) prior to the event.
Section IV: The Term of Office
Each elected parliamentarian will serve one academic year term as the elected position and the second year as a senior board member. Any board members that are still registered in The University of Chicago thereafter may still run for a board position. First and Fourth year students will be discouraged to run as President. Past officers will also be discouraged to run for the same position.
Article IV: Meetings
Meetings shall be determined by the President and the President alone unless stated otherwise by the President. More than half of the board must be present at the meeting in order to vote on decisions. Votes shall be counted by the Secretary. If a tie occurs, then the Vice President shall make the final call. Once again, the entire board is expected to show up. Those who cannot make it will be expected to inform the President out of courtesy prior to the arrangement.
Article V: Elections
The elections of the officers for the following academic year shall be held in early spring quarter of the preceding year. In the first week of spring quarter, the board shall have set the date for the election and the voting eligibility status of the members. The Board shall also decide the official election process and post it as soon as it had been determined for that year. The parliamentarian-elect will be expected to submit an application as determined by the current board. Parliamentarian-elects will be elected by the election process as determined by the board. Once the new board has been elected, the new board of J-Club shall take command within 24 hours of their announcement to the members and board members of J-Club.
Article VI: Amendments
The Constitution may be amended by the vote of more than half of the current board of J-Club. All board members shall have one vote. In the case of a tie, the Vice President of J-Club shall get the final vote. Amendments must be announced to the all members and board members of J-Club within 12 hours of the amendment?fs conception. The amendments will be effective within one week of its conception.
